Recombinant and Synthetic Nucleic Acid, Pathogen and Toxin Use

All recombinant or synthetic nucleic acid work, pathogen use, and use of toxins of biological origin use shall be registered with the University’s Institutional Biosafety Committee (IBC).

Projects are submitted to the IBC via the SUNY Pre-Award Compliance System (PACS) otherwise known as CLICK .

Principal Investigators are encouraged to contact the Biosafety Officer (BSO) for assistance and guidance with your CLICK submittal. 

The IBC meets on the fourth Wednesday of every month at 8:30 a.m. via virtual format. After the committee approves the minutes, they are published on this site.

Select Agents, DURC, and Pathogens of Pandemic Potential

Certain organisms and types of experiments require robust oversight before and during the project’s execution. 

Federal Regulations 42 CFR Part 73, 7 CFR part 331, and 9 CFR part 121 describe activities and organisms that are regulated by the Federal Select Agent Program (FSAP).  Information can be found here at .

All activities with Select Agents must begin with contacting the BSO and the University’s Responsible Official.

Dual Use Research of Concern and use of Pathogens of Pandemic Potential have been reclassified as Category 1 and Category 2 research, respectively.  More information on this policy change can be viewed at   or by contacting the BSO. Under this rule, all investigators will be required to identify if their project falls under Categories 1 or 2 work at the proposal level.  A form will be provided within the SUNY PACS (CLICK) system as part of the submission process.

Research Incident Reporting

All lab incidents shall be reported to UB EHS promptly (within 24 hours).  Incidents may be reported using the Research Incident Reporting form.

Incidents and exposures to recombinant & synthetic nucleic acids must be reported on the day of the incident. The BSO may be required to report the incident to the NIH OSP (not your grant manager). 

Lab Safety Training Course

Anyone performing work in a laboratory environment must attend this 1.5 hour class.
